Who: Retail sellers and distributors of biodiesel fuel, alcohol fuel, and wood biomass fuel. What: Income received from the distribution or retail sale of biodiesel fuel, wood biomass fuel, or E85 motor fuel may be deducted from gross income reported for B&O tax. Only income attributable to the pure biofuel portion of biodiesel fuel, wood biomass fuel, or E85 motor fuel sold may be deducted. This amount is computed based on the percentage of the product by volume that is the pure biofuel portion of biodiesel, wood biomass, or E85 motor fuel multiplied by the price of the product by volume. For example, if a fuel blend is 50% pure biodiesel and 50% diesel fuel and sells for $1.50 per gallon, the vendor may deduct $0.75 from gross income for each gallon sold. |

The purchase of fuel delivery vehicles and labor and service charges related to such vehicles are exempt from retail sales tax and use tax provided 75% of the fuel distributed by them is biodiesel fuel blend, E85 motor fuel, and wood biomass fuel blend. |

Community Capital Development (CCD)
CCD targets not-yet-bankable businesses and individuals desiring to begin a small business in Washington State, and provide comprehensive guidance through the entire process of entrepreneurship and procuring capital. CCD provides individualized business counseling, training, and financial literacy education for entrepreneurs prior to providing loan capital, through the services of a sister nonprofit. Loans are offered from $5,000 to $250,000, and include SBA 7(a) loans, SBA microloans, USDA Guaranty loans, and USDA Intermediary loans, allowing for entrepreneurs to choose which program is most appropriate for their business. Loans for amounts greater than $100,000 are considered with an SBA guarantee to offer the applicant a lower interest rate. Interest rates vary depending on the borrower's application, but average at 8%. Providing economic development financing to these businesses will help develop livable-wage jobs, support the development of life-long transferable skills, and create economic opportunities for entrepreneurs and their communities. The Seattle Economic Development Fund (SEDF), d/b/a Community Capital Development (CCD), is a private non-profit 501(c)(3) non-traditional revolving loan fund and a certified Community Development Financial Institution (CDFI) located in Seattle, Washington.
