The city manager shall serve as the chief executive officer and head of the administrative branch of the city. The city manager shall be responsible to the council for the proper administration of all city affairs. The city adopts the classification of a noncharter code city operating under the council-manager form of government as set forth in Chapter 35A.13 RCW.
